Files hold assets. A product also needs boundaries, clean delivery, versioning, verification and ownership.
A plugin supplies a capability. A WorkPack decides why, when and to what standard it should be used.
It may not need a large standalone interface. People and agents operate it within the user's workbench and workspace.
